This is actually a raising of the limit.... the original limit that is.

When Windows 8 was first released, the number was 5. This was too tight, and MS got a lot of feedback on it, so to celebrate the release of Windows 8.1, they changed the number of devices to 81. Now that 10 is being released, they're basically dropping back to the original limit, but raising It to 10 instead of going back to 5.
Ah, now it all makes sense. Thanks for that info. But seeing as this version of Windows will last forever, shouldn't we be allowed to install on an infinite amount of devices?

Does this mean you can only do a fresh install on Windows 10, 10 times as I format my PC once per year? Or does it mean you can only install apps 10 times of there store, even purchased ones?

It means you can only install an app on 10 simultaneous devices using the same account.
