So, once you saved it as pic.reg, didn't you have to double-click the file to merge it into the registry? Just want to clarify if a step is missing, in case someone comes here searching and tries your solution.

Yes of course, sorry my bad. Save as pic.reg then double click to import into registry, yes twice and viola it works. Everyone was telling me to do a clean install which is what I did.
First i tried a reset and that didnt work so I did a clean ISO install via ESD 10166 and still had the same problems right after the clean install which is so strange. I have no idea why. I did clean install via ESD 10166 same problem.
Clean install on 10166 everything was working except Windows Photo Viewer (CLASSIC) not the APP one. It would not load, I kept on getting APP won't open message if I choose to open a .jpg with another program which was Windows Photo Viewer Classic. Once I did that reg hack that I posted 2 pages back, and imported it, it started working again. I have no idea why it was removed from the registry. Some other users on reddit said the same thing, thats where I got the pastebin file from.
And I did do a clean install, which is the strange part.
Now I am having problems with update. It downloads the file and then starts to install and then I get this message:

Never had problems before. This is starting to tick me off tonight and its midnight already and I accomplished nothing. I think I might need to shut this crap off and go watch a movie or something on a working stable O/S
