Same error I received when I tried to launch the downloaded KB. Nothing has appeared on WU either. (Desktop)

Appeared in WUpdate and installed, no problems. (Laptop)

Same OS 1607 14393.321, different machines. Not sure if that has anything to do with anything but wanted to throw it out there.

Make sure you DL'd the correct bits - x86 or x64. Just a thought. And, just IMO, MS may be withholding the Release Notes on purpose. The KB is listed as a Critical Update, that usually involves some security hole. They may not release notes until they feel the vast majority have received it and installed. That's pretty common to avoid mischievous persons getting creative.

I'm running x64 Windows 10 Pro, no issues after the update. Makes no sense that the KB article are not released before the update. Articles are critical for any organization to ensure it doesn't have any serious affect on all machines, should it have consequences or revocation issues.

A Google I just did suggested that this is a "servicing stack update" designed to fix some earlier problem integrating some other prior update. That's as much as I can glean from it.
