I haven't installed the cumulative update yet but I had installed the Malicious Software Removal Tool update and it took quite sometime to finish.

A little question about the cumulative updates. Are they scanning the system before downloading the necessary files or are they downloading the whole msu thing and then open the index to compare to what is need to be installed?
It has been my experience that only the newest files are downloaded and installed during a cumulative update. The reason I think this is that I have Network Activity Indicator installed so I can monitor how much data I have used, as I am on a monthly data plan.

OK, I did test it but without any luck . Meaning:
    1. Installed previously hidden Windows updates that cause problems,
    2. Uninstalled Intel Graphics Drivers and rebooted,
    3. Checked USB ports (just in case) - not working,
    4. Reinstalled Intel Graphics Driver and rebooted,
    5. Checked USB ports once again - not working...

I haven't removed Windows update(s) yet, but it looks I will have to in order to be able to use at least my mouse...
That does not look good. Probably the best will be a Repair . see this : Repair Install Windows 10 with an In-place Upgrade - Windows 10 Forums

Thank you! But do you think it's that serious?
Forums are full of people like me complaining on dead USB ports after applying end-of-September and later updates. Even at my workplace, HP and Asus laptops have been affected. That would be a serious problem if everyone needed to do the repair to fix this one...

On the other hand I looked for an answer on both Microsoft and Dell forums and so far no one has been able to provide a tip to resolve this issue in any way...

That is what I suggest you, and that would be exactly what I would do.
With Repair [In-Place Upgrade] (it is NOT the same as a Clean Install) you will *not* lose anything, everything stays as it was before, just Windows will be repaired.
It takes some time. After that you only need last Update.

Thanks again, Adalwar! I will wait a while before doing so, as I've came across this thread related to potential conflict with McAfee security package.

I happen to have McAfee suite installed on my XPS, as it's the work one. My personal Dell laptop (Precision series) with Kaspersky package hasn't suffered from this issue, so it may be the problem source.

Someone please tell me this update resolves the issue with taskbar always being on top (on main screen) no matter what? :/
Do you have taskbar locked in place and location set to top of desktop? Solution: unlock taskbar, set taskbar to be at bottom of desktowp. this is done through taskbar settings (right click empty space on the taskbar to find the settings tab).

Thanks for the information and link @Bree!
After I ran Dism.exe /Online /Cleanup-Image /AnalyzeComponentStore (which goes really fast as it just analyzes),
I see I don't even need to run WU cleanup now(which even with an SSD can take a while).

Thanks for your tip, it worked for me.
