At the moment I use Dell-branded graphics drivers, version 4483. Dell hasn't produced a package to update it to the current version yet. Do you think that graphic drivers can kill USB functionality?
Well, just give a try. Uninstall HD Driver, install a previous Package and see.
Or, you could try a "Brute Force" uninstall going to Device Manage, and Deleting Driver from there, Checking "Delete Driver Software...." and after that go to Prgram and Features and unistall Intel Graphics Software if it is still there. Reboot. Do not install Drivers, go to Device Manager and force Windows to Search Online and install Driver. I hope it helps you.

Yes. Not so much the drivers themselves but the install routine may disable the USB drivers.
Uninstalling the display drivers and reinstalling them after a reboot solved it for me. YMMV.

    Cheers,

Installed earlier today (OK) and I ran a disk clean a couple of hours ago. What's going on ? (hint... I have a 256Gb SSD installed).

See Bree's post further back : Cumulative Update KB3194798 for Windows 10 PC Mobile build 14393.321 - Page 7 - Windows 10 Forums

Opening up an admin prompt and pasting this in: Dism.exe /Online /Cleanup-Image /AnalyzeComponentStore will get rid of it faster than Windows Update Cleanup(at least it did for me).

OK, I did test it but without any luck . Meaning:
    1. Installed previously hidden Windows updates that cause problems,
    2. Uninstalled Intel Graphics Drivers and rebooted,
    3. Checked USB ports (just in case) - not working,
    4. Reinstalled Intel Graphics Driver and rebooted,
    5. Checked USB ports once again - not working...

I haven't removed Windows update(s) yet, but it looks I will have to in order to be able to use at least my mouse...
