Option to shut down or restart without updating / upgrading has been there quite a while now. It will be available when updates that will not require immediate installation have been downloaded and prepared. In case of build upgrades the option will be available the same amount of time selecting Restart options allows you to postpone automatic restart, to the end of sixth day after upgrade has been prepared and is ready to install.

After that the option to shut down and restart without update is gone and an automatic restart will occur at the end of by user selected Active hours, if machine is not manually restarted or shut down before that.
