Are you on the Insider Release Preview ring? That is the only ring getting it. It won't be available for everyone else until Patch Tuesday next month.
3 unsuccessful attempts for me to install this update. 2 via WU, 1 manually. Downloaded 100%, then restart, then installing, then restart, then installing up to 99% and then immediately reverting changes back.
I have the same situation. I have tried running the Update troubleshooter which fixed a slew of problems but the update still failed. I also took the OS back to the Anniversary update and applied all the updates. No luck again so I think there is an incompatibility somewhere. I have reported it on the Insider Hub( I was not the first).
Strange, I was on Insder Slow Ring, as soon as I changed to Insider Release Preview I got it :) This update is publicesed as for Slow and Preview

I'm on the slow ring and it is not available as of tonight 9/28. 14393 is the commercial Anniversary build (1607), so it's difficult to understand why Microsoft would call this an "Insider" build--it was released to the general public and to all non-Insiders. If Microsoft is using the Preview Test Ring to beta test its cumulative updates for its non-Insider, standard release builds (like 14393.187 which I am running at present), I think I will stay far away from those...! It's often the cumulative updates which cause Microsoft the most trouble when it updates the non-Insider standard builds when they are released in final form to the general public, so if anything I would think these beta cumulative updates on the Preview ring for the 14393.xxx standard build might possibly be even more of a hassle... I think I'll wait until they are officially released.
Edit: OK: it's 9/29 in the p.m. and I am getting the cumulative update on the slow ring--the description says "release for 1607" with no mention of "Insider" release...so I imagine this has been fairly bug-checked already... Fingers crossed...
Edit: Speak of the devil--it's no go--it failed @ 99% complete..! Then rebooted back to 14393.187...! I should have saved myself the trouble...:/
