The Microsoft Store military offer is valid only in the United States (including Puerto Rico). Shipping to US only, no shipping to APO/FPO addresses.
Purchase Limits
A maximum of one item can be purchased per order. Bulk orders are not valid and may be cancelled. This program is for personal use only. Military offer excludes Xbox One consoles, Xbox Live, Windows phone with contract, refurbished products, Office 365 University, and services.

Not a huge discount, only see 5 & 10% off various items. I didn't see any where that you needed to provide proof of your eligibility (only need to click on a checkbox to claim) so it could possibly be available to all.

Audit Rights
Microsoft may routinely audit the purchases of customers at the Microsoft Store for Military to insure that that all purchase conditions have been observed. If Microsoft discovers you have made a false representations of eligibility or that a customer does not meet the purchase conditions, you authorize Microsoft:
For credit card orders, to charge to your credit card the difference between the amount you paid for the delivered goods and the price that Microsoft charged the general public for the same goods at the Microsoft Store, in effect on the date that you place your order; and
For Gift Card, cash, or other payment means, the Microsoft Store will (a) invoice the difference between the amount that you paid for the products and the price that Microsoft charged the general public for the same goods at the Microsoft Store, payable in fifteen days from the date of the invoice, and (b), should you fail to pay the invoice when due, Microsoft may institute legal action against you in a court of competent jurisdiction, with the prevailing party entitled to attorneys' fees.
But a discount none the less, and personally I find it very nice of them.
The stores around military installations I was at, gave about the same, just that they also had lower monthly financing payments over a longer period of time(which of course jacks the price back up in the long run).
