    That update is for those Windows Insiders who already had build 14393.5, making it 14393.10. It is a totally, completely different thing than full almost 4 GB update from build 10585 to Anniversary Update 14393.

    I uninstalled the update and reverted back to 14393.5. All was well then. But, of course, it will just download and install again. So I shut down the computer with W10 on it until a solution can be found. I have another system to use with Vista on it in the meantime. I think the issue has something to do with Region. My region is set for English USA. And yet, when I tried to set up Cortana in 14393.10, it only offered me English in the UK, India, Canada and Australia. What else is strange is that the other user on my W10 system (a limited user account) had no issues at all with Cortana. There have been several reports of this issue on the internet. I'm hoping MS will resolve this ... and wondering if those receiving the Anniversary update will encounter the same problems. I have posted this issue via the Feedback app. Will post back if I learn anything & thank you for your offer of the same.

    Installed Anniversary 14393.0 from the official MS site. The very first update when I joined the Insider Program was a Defender Update amd kb3176929. This upgraded the Hyper-VM I used to directly to 14393.10.

    The only thing that was strange was that - although I installed a PIN during installation that sign-in option never appeared and in fact was not available in the Settings section. Probably something to do with the Virtual Disk Hardware??

    Hyper-V Enhanced Mode is based on RDP (Remote Desktop Protocol) and requires a password, PIN and Picture Password do not work in Enhanced Mode. Therefore, logically when signing in with password using Enhanced Mode the PIN and Picture Password options are also missing from Sign-in options​:

    As soon as you switch from Enhanced Mode to normal mode, PIN and Picture Password will become available:

    I'm in the UK (so all my regional settings were English United Kingdom) and I'm having the exact same problem and I updated my non-insider 10586 to the Anniversary Update last night so it's now 14393.10 and lost the ability to use Cortana on my local administrator account (I haven't tried creating a local user which isn't an administrator yet).

    Similar to you, I only see English in US, India, Canada and Australia so my local English has disappeared. If I change my region to United States then English United Kingdom appears but English US vanishes!

    I Received Cumulative update WS10version 1607 for x64 systems KB3176929 and have now lost Cortana. With No way to switch it back on. Right clicking on the task bar does not give the option. Clicking on the search button gives a message about typing and accessing apps and net. This does work but I would rather have Cortana back. Its not working on Edge either. I ran system restore which brought back Cortana but Then the Update Killed it again. (OS 14393.10 build Windows Insider). This morning i uninstalled the update and Cortana came back. But obviously The system wants me to install it again
