my issue ended up being a combination of a bad download, and incompatible versions of Stardock stuff
once I removed the stardock stuff, and then fixed the bad download, I started the process again and everything worked fine

there is even a new version of window blinds specifically for the newer insider builds, if anyone uses Stardock stuff..

true, although if you have a "reasonably powered" machine, that usually doesnt happen..

Windows Blinds kinda sucks on Windows 10, there's so much Immersive UI you can't skin!
