Unfortunately, yes. I'm guessing this will change in the future though.
Generally, people would not put one app on one screen. You would have several apps on each screen, and when switching between desktops your layout is exactly as you left it, instead of having to minimize some windows and restore others.
You can control how this works in Settings, under the Multitasking section. If you set it to show all apps on all screens, then when you click on one of the already running apps on another screen, it will automatically switch to that screen.
Tried to open four different Spartan windows on four different virtual desktops; didn't work well at all! Spartan crashes every time when moving additional tabs to a new window(s) and/or adding virtual desktops or a combination of both!
(I know, I know, it's still beta!)
Many years ago my friend was extolling the virtues of virtual desktops, but I couldn't see how they'd be useful to me.
Now I use them constantly.
It is most useful when you need to open some windows full screen and yet need to have multiple other documents open.
For example, when I was studying Networking I needed to have:
- At least two VMs open (full screen)
- Multiple instruction PDFs and/or Word docs open
- An Internet browser open
- A Word doc open to record results
Normally I run Winamp on a separate desktop too.
MS hasn't implemented the feature as well as they could have.
I do like the way that you don't have to predefine how many windows you want, before you start using them though. :)
IMO, it needs to have an always visible "summary view" like Linux Distros have (or VirtuaWin + KvasdoPager).
You can also "Drag and Drop" windows in the "summary view".
