you need to install it from an admin command prompt if its the cab file.
dism /online /add-package /packagepath:"c:\folderlocation\windows10.0-kb3163014-x64.cab" /norestart
then reboot

Well, Ive tried both Install methods above multiple times and in a variety of ways with no success. If I use the Tool mentioned, I get the following error: DISM doesn't recognize the command-line option "". If I use the Command Prompt suggestion, I get: Error occurred when trying to open C\Downloads\Win 10...etc which is where the file is. Tried the latter with file in Documents and got same result except Documents instead of Downloads.
Thanks very much CH for your help. Followed your directions but still doesn't work for me and shows same error reason for not running as before. I think I've been very patient since I've tried to install this over a dozen times so far so guess its time to give up and wait for Windows Update to do it the normal way.
Has anyone seen this land through the normal Windows update method yet? I wonder if today, being a Tuesday, it is imminent. Although next week is the traditional second Tuesday of the month so I guess it might be that MS holds it back til then. I guess I prefer the second Tuesday of the month delivery as at least the user knows where they stand/when to expect - but I'm not overly sure on MS stance to this nowadays.
I'm thinking no WU today since 10 AM has come and gone at Microsoft. So it will likely happen next week on the usual Patch Tuesday.
