It is completely integrated to MS accounts, in fact so perfectly that you don't even need Skype UWP or desktop apps to use it; simply sign in to outlook.com and click the Skype button top right:

Only thing is, I don't have a webcam.

Most of my Skype chats are text and / or audio only. Some of my Skype contacts have never shown themselves in webcam. A webcam is not a prerequisite for using Skype.
