Maybe because Windows 10 would be (and should be at my opinion) an Operating System as a Service. This "offer" could end all the pirate/illegal copies of Windows at once. Microsoft could still make money from other sources with most important the Windows Store, or things like Windows Defender Pro (just an idea)...etc.
I really hope someone can make this decission once and for all, and begins a new era for Windows, putting an end on all this rootkit, bootkit, fake server activation, fake skype phone activation..etc malicious software circulating on the Internet.

I think windows 10 and 8.1 looks a lot like KDE and Unity ubuntu.
Xfce and Xubuntu. look like windows 98se

    Who copied who?
Does Ubuntu have (Live) Metro, Modern or Universal apps in it's start menu? If not it doesn't look the same.

A lot of windows 7 users wouldn't be able to upgrade to windows 10 if 32 bit was not available. Same with Vista and Xp users.
XP users won't be able to upgrade at all. They will have to clean install's. That being said most PC have had 64 processors since the early 2000's. A 32 bit OS will run on a 64 bit processor. The thing about it most pc's that are purchased with 4 gb of ram or more are 64 bit since 32 bit will only access a little over 3 gb.

What do you consider the definition of an app? All operating systems have application or what the use to be called programs. I guess the answer would be yes, I am not sure above live titles though but they do have news reader apps.

Sure, this problem exists as another problem in some netbooks(mostly). I have seen some netbooks with CPU 32bit capable only. But in general I would agree for Windows to move forward in a 64bit (and maybe 128bit) versions only.
But again this is a bit irrelevant with the topic, I would mostly agree with a move like Windows Free and legal copies and in-OS purchases in order to unlock some functions or install some programs. We will see until summer, some things could be change but "there is no need to shout it"
