Typing on the same keyboard? Not in all places! Not everybody uses the same alphabetical system! While many of are accustomed to using the typical 102 or 104 keyboards some places require an entire revision.

As for spell checking that is far from anything new. IE has had now for some time as well as the 3rd party ieSpell. I know IE 8 had the spell checker option for Windows 7. In fact Spell Check was available in OE for XP years back.
I didn't talk about different individuals, but one individual, who type in different languages. At the same PC. We are talking about changing spell checking languages on the fly.

This answer also goes for your second comment. Just commenting multi language typing in Windows 10 (or previous, but wasn't available).

Well at one time everything if available was a separate download. You have to expect some things will see progress over time. :)

Is it just me or have other people noticed that their program and search settings are being changed to Microsoft defaults more often with the 14322 build. My search engine just changed to Bing from DuckDuckGo without warning

Yeah. $MS is also becoming much more agressive in pushing Windows 10 on Windows 7 users. There is a funny video that I saw in my Facebook feed about a weather forecaster who weather forecast was overlaid with a large Windows 10 upgrade notice. Sorry I can't find the link at the moment. I've just installed O&O Shutup and when the next build for Insiders is posted I'll turn it off. Not sure if that will even help

You do realize that the whole purpose of the Windows Insider Preview is so we can test Windows 10 and the default programs and settings are a part of the testing?

I helped someone who wanted to go back to Insider builds after installing O&O Shutup. Not a good thing. She had to eventually reinstall, it mucked up her system so much.
