That's ironic you should mention the DM! When going in to check on why the sounds assigned to various functions are not sounding off it was when bringing up the sound section suddenly they did! The new build still found it's way despite hanging onto the 14291 still not having run into the dual display/Snipping tool problem suddenly as expected I had to redo the sound card software once the 14295 scheduled itself!
Even connecting a device or right click on the desktop where I have a wav assigned does nothing until the Control Panel and Sound section are both open and suddenly everything works. Once you close up the Sound and CP however back to Square #1.
Actually, I clicked on Device Manager and got the real Device Manager, not a touchscreen version of access to device settings. I started opening up things and if you'll notice my Bluetooth Logitech H800 Headset, LifeCam VX-7000, Crucial CT500MX SSD Drive, and my Logitech HID-compliant Unifying keyboard are all listed. I'm quite sure none of these things would show up if this weren't the actual Device Manager in this computer.
BTW, this is an HP 500-056 Desktop with dual monitors, not a touchscreen system.
What you are seeing with the new Settings area is intended for dual platform/touchscreen capable access to the otherwise mouse and click access standard. The thing many are forgetting is that 8 was the starting point while 10 is seeing the actual progress in that area as far as the MS goal of blending the two into one. You hit an option in the Settings and the CP which MS is planning to dump sooner or later anyways will still come up.
Another thing that got stripped out many may recall is the msdonfig utility that now lacks the Startup tab in the Selective startup option! When you click on where that was the new Task manager appears with a Startup tab. On the older versions you would often hit the select all option when going to troubleshoot a problem by halting all startup items and then one at one enable each item until the problem was identified.
Now you have to go through each item one at a time to disable as well as enable but can see this done on a touchscreen device or monitor. A bit slower without that disable all option!
Can you guess where each one came from? Because one came from Control Panel and the other came from Settings. They kinda look identical to me. I must admit after reading, reading, and after comparing, comparing for awhile, my eyes started to glaze over . . .
Whatever you say . . . but ya gotta admit, they're both Device Managers and this ain't a touchy feely mochine, so . . .
