Windows 10 build 14251 has Linux subsystem files, what could it mean?

I think my biggest complaint about Microsoft is they do not stash all their profits off shore to avoid paying us taxes and have every thing built in china like apple does. apple knows how to run a business. and they do not donate anything to military bases
