Thanks for your reply. I was backed up on Carbonite, just a pain in the butt for this to happen. Oddly enough, I signed out of Microsoft account and then in again and my old system reappeared inexplicably. I signed in the same as I did just after the update/restart, so not sure why all corrected itself, but thankful.
The problem lies with one of my IMAP accounts in fact, so there is no .pst file to scan and repair. I'm trying to figure out what went wrong and messed it all up.
To be specific, I can log on to the same account using a Web Client and it all works without a problem, but on Outlook while Sent, Junk and similar folders sync successfully, Inbox is unable to sync.
In my case, as I've figured it out messing with the settings, it was Outlook 2016 not accepting the incoming mail server as secure anymore for the IMAP account. I had to switch to an SSL server in order to make it work again.
Any ideas for the install that only reverts? The cumulative one

Dont wanna have an outdated and maybe vulnerable system casue of this update.
Mine has stopped as well no emails at all, no accounts showing. Keeps asking me what account I want to use to send email, any selection has no response.
UPDATE: Just to clarify, I am using the app "Mail and Calendar". When I look for scanpst.exe for repair, my folder drill down says 15 not 16 and that folder is empty. I think this is because I received Office 365 for 1 year free, that has since expired?
UPDATE: Front of this post was concerning my lappy. Now on my desktop, insider version, same problem, this particular version shows no mail accounts? Looking at update history, shows 116 updates, mostly office stuff multiple attempts, each saying successful, and multiple successfully installs of Update for Microsoft Visual C++ 2012 Update 4 Redistributable Package (KB3119142).
