There are enough 10586 unofficial download sites. Insider or not doesn't matter.

Right that's how I got my update to 10586.3 from 10586 today in *this * Win Insider hdd partition .
FWIW I booted into my other windows ( 10240 RTM ) on this hdd and the updates to 10240 including whatever the cumulative update was there wasn't the fall update and the winver remained the same .

All I know is, I've checked Windows Update multiple times today, and never saw th2 as an update.
