Technically yes. The user isn't installing 8.1, he is upgrading to 10 and he only needs proof of ownership of a qualifying product. Microsoft is trying to spread Windows 10 across the planet like Autumn leaves. Giving it away without any strings attached, however, must have copyright ownership implications (I can see some European Court jumping on that).
Yeah. looks like they are giving people the benefit of the doubt. My point was buying a Media Center key isn't a full license. That key by itself won't install Windows 8/8.1. It's just an add on to it. If your upgrading from 81. + MC you must have bought 8.1 Pro at some point so why not allow it. I'm cool with them accepting the keys on a clean install though. Anybody that added it to Windows 8 or 8.1 now has two keys to use to install Windows 10. The Pro key and the MC key. Bonus.
EDIT: Just owning a MC key is not proof of ownership of Windows 8/8.1 is all I'm saying. You can get a MC key without having to have Windows 8/8.1 installed. I got 4 keys just by giving Microsoft an e-mail address.
How do you force Windows Update to offer this new version (Insider Preview)?

The Windows DVD Player comes in as one of the first updates when first upgrading to 10 from a previous version. That's an incentive MS is adding in since they stripped out all the codecs and dvd playback support out of Windows Media Player when 8 was first seen and one of the reasons 8 ended up as a flop besides not having finished the dual platform GUI as well as stripping the Start menu in favor of Metro which proved to be a big turnoff and why any MS blogs will say 7 and 8.1 with no mention of 8!
The clean install even if activated immediately invalidates the dvd player incentive which is strictly intended for the upgrades only as part of the the free package deal. With 8 and 8.1 you had to buy the Pro edition to get the media support. MS was thinking that since there are so many free players on the web they could strip things out of Windows they had done previously with Vista seeing Fat support gone until ... OOPS! "We have to put things back the way they were!" as they once again keep learning the hard way. 10 is a result of one big lesson from 8! that they failed to learn from Vista from failing to learn from ME... and on and on...
First you either "Need to See" a brand new MS account created or use an existing account to sign into when signing up for the Windows Insider Program. This is what you will run into immediately when going into the Start>Settings>UPDATE & SECURITY>Advanced options section and over at the left you see the "Get insider builds" option. and hit the Get started. A new prompt will appear indicating all that is needed.
Once you signed up or in and created the new Insider account the system restart follows to set the option to enabled and you go back to set it to the "Fast" setting from the "Slow". Plan on waiting several hours but usually in the first day of seeing the latest build appear in the regular Windows updates list when going to check.
Be sure to set the option there to Automatic so it will come in on it's own! Not only two physical Insider builds are on drives seeing this but a couple of VMs are also seeing new builds upgrade over themselves. That's it! Once you take care of all that you should see them start coming in fast enough. And once a build is on and you want to keep it you can set the option back to Slow if not able to get the iso as seen for the 10565 but not 10576, 10586 builds.
The TH2 was a general release of the 10586 only with a slight twist in the change. It won't accept the key used on the 10586 upgraded from VM that used a 7 key but would carry the activation of the 10586 VM over when that saw the TH2 upgrade take place indicating the key was seen as being in use already despite both VMs being on the same machine.
FYI, A cumulative update flighted to all today that takes you to build 10586.11. Even phones.
