After turning off fast startup, you might want to shutdown, disconnect your computer from the wall, hold in the power button for a count to 10 or 15, then plug it back in and start it up, then try the restart. Obviously, if you're on a laptop, you'll want to remove the battery when you do this.

Much easier to right click on the ISO and select Mount then run setup.exe from the mounted ISO.

Screenshots? We know that the rings inside Microsoft are are on builds numbered higher than any insider build. But leaked screenshots don't mean the build is in the wild.
