hiberfil.sys - supports Fast Startup and hibernation.,

It's effectively an optional large file.

If you use neither hibernation nor Fast Startup, you don't need it and so can save space.
You don't need Fast Startup if you have a SSD - and it is problematic for some.

There are other ways of saving space. You should aim to have at lease 20-30GB of free space on your Windows partition.

    copy&paste
    powercfg -h off
and then check if you get more than 989 MB
If that isn't enough, delete Recovery Points
I have disabled it with :

    -powercfg -h off

But the space remains the same, still 989 MB

Edit : I have no recovery points on my system and I often launch cleanmrg.exe so no files I could (from my knolege) delete.

and delete all restore points. That removes the System Volume Content

    C:\WINDOWS\system32>vssadmin List Shadows
vssadmin 1.1 - Outil ligne de commande d’administration du service de cliché instantané de volume

Il n’existe aucun élément correspondant à la requête.

    C:\WINDOWS\system32>

    It means none are present.

    I can't go below 1%

    Some additional informations about reagentc
When executing reagentc /disable, winre.wim is moves from the recovery partition to the windows/system32/recovery folder.
When executing reagentc /enable, winre.wim is moves from the windows/system32/recovery folder to the the recovery partition.
Hence, if you want to update winre.wim :
    1) reagentc /disable
    2) overwrite write windows/system32/recovery winre.wim with your winre.wim
    3) reagentc /enable

    That looks good!
Try to reboot and check if you get more than just 0 in Diskmanagement

    otherwise type 1024

If it is still 0, then it's probably because of the MFT location. I had that last year.
    To solve that, you need
    1. Backup&Recovery Tool (Macrium, ....) that allows you to backup just the C-Partition.
    2. You need the Macrium Recovery Stick.
    3. You need the Know-How to do that!

I don't believe that all that can be done in this forum
