Italian Judge Says Pre-Installing Windows on New PCs Is...
Posted: 17 Sep 2014
Italy’s High Court has ordered HP to refund a customer in Florence 140 euros ($200) for the Windows license he needed to pay when purchasing a new computer, in a new case that really sets a precedent which could in the end really hurt Microsoft.
Here’s the story so far: an Italian customer purchased an HP computer that came with a pre-installed copy of Windows, and as is the case with new PCs, the operating system license also reflected in the final price of the device.
What a crock of shite this is! OEMs are forthright with listing everything included both hardware and software. The buyer should know everything they are purchasing. If the buyer didn't want an OS included, then the buyer should have bought one without one.
Perhaps now they will have to list the cost of the license in the list? Like a car listing the prices of all the options individually. If so, then they would have to list the price of every component of the computer. If so, then cars or anything else for that matter. Yes? If so, the lists would be a mile long!
Also, a computer is not a computer without an OS any more than a car is a car without an engine.

It's old and slow :)
That's not so bad. Many people have been fed up with computer manufacturers for years bundling loads of rubbish software/trial software with their brand new computers. Personally I would prefer it if we had the option to just buy the hardware and then purchase Windows separately. That way I would have a clean machine with just Windows on it, without all the third party bloatware and junk.

I would agree about the bloatware but how many people who purchase a new PC will know how to go about installing a version of Windows on it?? Not many I would guess. This makes very little sense to me.

That’s a good thought there, ARC1020. One of the first thing I did when I got this old Acer was to strip out the OEM partition. Now I have a Scr LK/e key on my keyboard that does nothing. The e was for Acer crap. WinKey/L locks the screen anyway.

As long as this applies to all computers then I don't have a problem, give people the choice
If it's only for MS then I am against it, like the idea of removing IE from windows to give people a choice
Not sure on Italy, but assume it's the same as the UK, very easy to buy a PC without an OS
I'm not sure how easy it would be to purchase a new PC without an OS on it?? I think you might be able to do this from an online merchant but to go to a brick and mortar store and get one like this?? I'm going to guess that's going to be difficult at best.
I purchased my PC from a local shop that did a custom build for me and I was able to purchase it on a payment plan to top it off. So I know I could have got it without an OS for sure. When I did get mine it had Win7 Home and I did a clean install of Win8.1 Pro so I had that chaise in a round about way.

Fair comment. It would need to come with a specialised boot screen so that when you turn it on it allows you to set up internet/wifi, then choose to purchase, download and install Windows directly from Microsoft. Maybe even give you the option of an alternative freebie OS if you so choose to get around anti-trust.
IPad Mini is even worse, because it doesn't even give you the option to setup wifi/the internet, just an uninformative blank screen with a flat iTunes icon with a cable coming out of it. No instructions, nothing. Therefore instead of just connecting to wifi, the user has to download/install iTunes on a normal computer, connect the ipad via USB and then download IOS for the ipad via the PC.
Alternatively, they could allow you to buy the hardware with a bundled USB stick containing the OS of your choice for those who either don't have internet or have slow/capped internet? I think the key here is choice. It should be possible to buy the hardware and OS separately if someone chooses to and not be forced to have all the bloaterware installed on your brand new machine.

I agree about the bloatware! It was the main reason I purchased my last PC from a "build to order" manufacturer.
I have been dealing with issues for over two years. Should have started with a clean install. My issues mostly have to do with startup and the Desktop. If anyone thinks they may be able to help me fix these issues, I'll list them. If not, I will...
I have a problem with the keyboard layout of Windows 10.
It's impossible to select Italian keyboard for writing.
In Settings, Italian is present, but without Italian (142), the Italian keyboard is not even selectable.
If I remove Italian (142)...
