    I understand that MS says that this is just a test and no changes are made. What I don't understand is if no changes are made why is a restart is needed when finished.

    I think a number of restarts are necessary because the Registry has been changed in some respect, things changed, new stuff added. The restart unloads the Registry from memory and finishes the writing of things that are in memory and gives a clean start including things added/changed. It's been better than back in the Win95 to WinVista or WinNT 3.51 to Win2000 days where installing most programs also required reboots, got tiresome when wanting to run new stuff.

    Simply to finish processing the pseudo update as if it were real. All part of the pipeline.... end to end.

    Because it is scripted the same way. It is a simulation. MS probably gets telemetrics how quickly users reboot ->aka how quickly people finish with the upgrade.

    It is annoying to know that we had to reboot to apply a placebo (empty) upgrade, sure, but they need it in these cases.
