Yeah... weird. I have Cortana uber disabled. Cortana may be completely uninstalled.
It may be a good idea to scan your system for malware. There is a malware out there that disguises itself as SpeechRuntime.exe.

Well, I restored from a full OS image backup, and then ran a full Bitdefender scan.

I don't think it's malware. It definitely comes and goes with KB4598291. I've installed that update, twice... and removed it twice. 100% re-producible.

It's probably like you pointed out the 1st time. It's probably something Microsoft is trying to install.
I even tried manually removing that key in the registry.
It didn't say: "You need permission to do this", it just said: "You can not delete this".

But restoring from a backup DOES remove it.

I'm just gonna wait until this becomes an official update.

    I restored from a backup (removing KB4598291).

I use CCleaner, it works well for me. Anyway, after installing KB4598291, I get an unremovable registry entry, popping up in a CCleaner Registry scan.

    Attachment 315622

    I have no idea what/where LocalServer32 is.
Just starting at C:\Windows... I don't have that exe. file shown in the pic.

Also... I have all notifications disabled.

Since I installed Win 10 in May 2020... I've never had anything pop up in a CCleaner Registry scan that couldn't be removed.
Well, it removes it, but it's right back again in the next scan.

Without KB4598291, I don't have that Class ID in the CCleaner pic... anywhere in the registry (with or w/o the brackets).

You should have this SpeechRuntime.exe file in all above 3 folders. If not, or any one of the files is corrupted, replace a good one from one of the other folders. My SpeechRuntime.exe is 368k 1/16/2021. This works for me.

Yes, it could be. I believed that those files were system generated by different hardware related.

I have a suggestion for you. Install Revo Uninstaller (free) and go to the Apps tab and take a screen shot. Here's mine...

    KB4598291 CU Windows 10 v2004 build 19041.789 and v20H2 19042.789-image1.png

    And... here's my SpeechRuntime.exe locations...

    KB4598291 CU Windows 10 v2004 build 19041.789 and v20H2 19042.789-image2.png

And... here's the un-removable registry entry that comes with the .782 update...

    KB4598291 CU Windows 10 v2004 build 19041.789 and v20H2 19042.789-image1.png

    And for dessert we have....

    KB4598291 CU Windows 10 v2004 build 19041.789 and v20H2 19042.789-image1.png

The point here is... this was just an FYI for Shawn. I should have just PM'd him.
Since I installed Windows 10, this is the ONLY registry "issue", that CCleaner can't remove.

The really strange part, is that I can't remove it either.

Have you tried using the nuclear approach, a certain publicly available small utility with Sorcerer Powers? I'm very hesitant to post the name in public.
