    I guess it installs automatically when you check for updates manually but doesnt install automatically if it checks itself and downloads it only.

    It installs automatically when you are in desktop and in laptop with with full battery.
    It downloads only in laptop when you are low in battery.
    Also i have seen a similar behavior when the PC run a program with high CPU usage, then only download the updates.

    The error message says it all!
    "The requested operation requires elevation"...i.e. make sure you run PowerShell as Administrator!

    Other cause could be Active Hours detting, maybe it would install automatically outside of those hours while PC is still on ?

    Me neither. It only seems to happen on my Beta Channel installation.

    The above two installed successfully. I observed that the Cumulative update installation ran to 100% and then a second run installation ran to 100%. Is this normal?

    Yes, the first install was a "hidden" Servicing Stack Update. It happens most months. The only place you'll see the SSU recorded is in the Reliability History. Why it's hidden only MS knows and they are not saying.
