...when I checked the Update History, KB4571744) was nowhere to be found. I had to go to Control Panel > Programs & Features > View installed Updates and there it was....

It is in Update History too, but not where you'd expect it. All the 'Preview' updates are listed under 'Other Updates'.

I think I know what might be the difference. I have another 2004 test system to update. Existing Optional Updates, like the Drivers. If they are there, then it takes off normally. If not, you get the "blind" update. I'm gonna check that now.
Makes sense, I have those optional driver updates.

... started to download and at 100% seemed to be stuck, but with a little bit of patience, it started to install.
    I noticed this too!

Both this time, and the last Preview CU 19041.423. end of July.

This message 'Downloading 100%' is now bogus for me cause in both instances I can clearly see it still downloading with my Internet Up / Down traffic metric on the desktop, and not just a minute or two, but easily another 15 minutes of download left.

Without my supplemental internet diagnostic it would otherwise appear stuck.

I will have to agree with you about something is bogus. In my case, it didn't take 15 minutes, but something closer to 6-8 minutes. I am not a very patient person and I was very close to reboot the computer. Good thing you mentioned the "Internet Up/Down traffic metric"; I will try to see if I can get it as well for next time.

Me FOUR, and by the way... Download button did NOTHING! Had to manually download the update. (don't say HOW it got installed, but after a while it went updating... and done!)

The "Optimize Drives" - bug seems to be solved , finally !
After a few reboots the optimize-date keeps visible now.............
