A lot of Windows code is C++ and needs that package installed for security. Also, most applications need the c++ redist to even execute

Then why am I now just getting it? I hadn't installed anything new, since running WU before.

If something installs an older version of the VC Runtime then you'll get the update.

Maybe you didn't have Microsoft Update selected in Win7 or Win8?
