Try using W10 Home or Pro
I clean installed W10TP - Pro. I never had a problem with setting Windows Photo Viewer.

@bobjoe "If you upgraded from W7 or W8.1 or W10 early Insider build to W10 final build, then Windows Photo Viewer works just fine."

Oh, that explains it! I did a few upgrades of the TP.

Some may be doing what I did, mistook the Photo App, for Photo Viewer. I saw the word Photo and assumed it was the Photo Viewer when it was actually the Photo App.

I had to install it from the Store and it took it's own sweet time showing up. I just made it the default and clicked OK, but it still doesn't show up in my defaults.

I'll look to see it a reboot does it next time I shut down and reboot.

wonder if this is linked with the upcoming rebranding of the Nokia
none of the Lumia stuff functions in Windows 10 Mobile, either..

the MS phone is merely adequate, whereas the Lumia apps were really smart and functional
MS would miss out on an opportunity if they didn't upgrade the camera - everybody uses a phonecam these days..

Everybody but me. I use a phone for talking and a camera for taking pictures. :).

I hope that MS will give us the choice of coloured bars and a full range of colours. Hell i would actually like to have full skinning that we had with W7. I know, I know, it's all about tiles, well MS need to get with the program here, most people are not on touch screens,

Desktop and Laptop PC's are the biggest user base for Win 10 and will be for some time to come. Even apple have a separate OS for their Phones/Pads and their computers. I understand MS wanting to get a piece of the lucrative App pie that Apple and Google have been enjoying for some time, but we want a system that we can make it how we like it.

Most of my time is spent in front of 2D/3D (Photoshop/LightWave) and screen colour and real estate are important, i tend to like dark themes as do many. I want to be able to have the font colour i want, the ribbon and title bar colour and size that i want. No one in my business is going touch screen any time soon, its mouse, keyboard and pen tablet (Wacom) for the foreseeable future.

MS Surface i hear you say, not until its got a sever overhaul and is powerful enough, with enough memory (32GB min) and a screen of at least 27 inches will it ever grace my desk, wacom have that covered at the moment.

I found that it works fine when I did a clean instillation. I didn't try in when I did the upgrade because I was using Photo Viewer.
I dunno what you folks call a clean install, but I took a copy of Win10 I bought from the store and was on a CD and installed it on a NEW HDD in a dual boot with Vista 64 (which is on it's OWN little 300Gb HDD) and I don't see a program, whoops, I mean APP (I guess now programs are called apps because program being two syllables was too hard to say and remember), called Photo Viewer.

    Am I missing something?

Am I looking in the wrong spot?

Same here. My cell phone doesn't even have a camera or internet access. It just does calls and texts.

Yes,, that's a "clean install/instillation" of windows. And you're missing nothing.
