Seems like there must be something in the Seattle area water supply of late. Insider stuff is a little weird, and seems occasionally to get somewhat weirder. I'm relieved to report I missed this update on all of my Insider Preview PCs. Feel like I may have dodged a bullet. Best wishes,

In this build, the new magnifier features already work:
But it seems that right now it only works on the old Edge.
Action Center appears to not be working in this version.

As I was still stuck in 18932, I wanted to see if this build had the same known 0xc1900101 issue than 18936 and 18941, both upgrades failing for me. Decided to bite the bullet, and run the upgrade.
Everythíng went OK, I am now on 18947. Only change is that my display language was changed from its usual British English to US English, because although I usually make ISO for each build in both English versions as well as in Finnish, Swedish and German, this time I had time only for US English ISO before the build was pulled back. I had to upgrade with it.
However, that is only a temporary change, in next upgrade I will change the display language back. In Windows 10, as long as the base language remains the same, you can keep installed apps, files and settings when upgrading with another regional version of the same base language. Like I upgraded UK English Windows with US English Windows, the same is possible with other languages. You can upgrade a FR-FR (French - France) Windows with FR-CA (French - Canada), or PT-PT (Portuguese - Portugal) with PT-BR (Portuguese - Brasil), and so on.
You just get a warning that display language will be changed. Accepting it, next screen will tell that you can keep everything:
