Is that meant to be any sort of "English" !!!!!! -- Running it through Google translate doesn't improve it either !!!!!
Does it mean you can't use a Computer out in the wilds like in the Forests of Maine / Washington state etc.
I think I'd rather go into George Orwell's 1984 and see if I can find that article referred to in "The theorry and practice of ollegarchial Collectivism" !!!!.

When I read it I got to thinking that if I'm out in the wilderness and request a new ticket for something like Great Adventure that if I've already made such a request that my new request will be rejected. If I request a new ticket for Knott's Berry Farms then it will be accepted irrespective of my location. Is this correct?
All I can say is that if you didn't understand a single word of that statement, then it's nothing you should really worry about.
It has to do with large scale server and computer environments where certain tasks can be delegated to other computers. This delegation requires a 2-way trust in order to work and the requirements changed. Now it's more restricted, which is good for security.
