If she can't sign in to Windows anymore, Nuke & Reinstall.
I'm just glad for her it isn't the BIOS password thing(from her wording "startup password" instead of "login password" two very different animals)

If your just locked out of Windows, yes, you can just change the BIOS Boot order so it boots from your install media. Then you do a clean install of Windows and erase everything that's there now.
