    Trying to Make a Gamer User in Windows 10

    Hey TenForums, This is my first time on this website, I'm not sure about making topics and stuff so i hope i did nothing wrong putting this topic up, but yeah I was thinking of making my gaming computer be shared across many people in a gaming network in a place where i live, but i don't want them to access some certain stuff, like an Administrator Account.

    (I don't know how to restrict, People say it's using Parental control, but i can't find them)
    I want to restrict them from Downloading,Putting a USB/Bootable Drive,Moving Icons,Right-Clicking the Desktop, Copying Files,Deleting Files, Cutting Files, Pasting Files, Uninstall Programs, Adding a New Desktop.
    I want it so Administrator can only do that.
    The Gamer User/Gaming User are allowed to run: Programs like games and stuff like Skype, use a browser, use internet, etc.

    The idea is, when a person starts the computer and go to the Gamer/Gaming User, they will have to register on a program just like a Internet Caf before going to use my computer then they can play games, I don't want there to be a timer or stuff, i just want them to use but i want to know who's using it, and who used it last time, also a program to force close/shut down my computer remotely. (I'm willing to pay for programs if people suggest some)
