    Can't log in, looping

Last night, I ran a spy hunter program that came up with 65 issues, mostly cookies. I cleaned up those and was required to reboot my computer.

After reboot... the log in screen appeared and the only option was "other user". I tried several things but noted the computer kept going back into a reboot... sometimes the screen would show "My PC", sometimes other things but the rebooting continued.

I tried to go into Safe mode by clicking the F8 and the shift F8, wouldn't work. I tried the "Restart your PC. When you get to the sign-in screen, hold the Shift key down while you select Power > Restart."... that didn't work.

Now each time the computer restarts, I get a red screen with:

The local Session Manager service failed the sign-in
    The RPC server is unavailable.

    And an "OK" button....

When I click on OK, I get the Other User log in which I can't access...

Wait a minute or so , the thing reboots again.

    Help

Use a system restore point if you have one.

Else restore from a disk image if you have one. (Everyone should use disk imaging routinely - Macrium Reflect (free) recommended by many here)

Another possibility might be to manually restore the system backup of your registry.
I'll guess you don't have the above means of restoring your system, so you're left with the hope this may be feasible.

This won't help you directly at this stage from what you've said, so for reference only:
Accessing Safe Mode in Win 10 is not by hitting F8 on boot by default. (My boot time to the lock screen is around 13s - no time). You access Safe Mode typically by SHIFT + Restart and navigating thru a sequence of prompts, or by booting from Win 10 install medium, and via Repair thrua similar sequence of prompts.

All of those would be great if... I wasn't a noob re: computer's. I thought if I wanted to take any of those actions I would need to get past the log in screen, which I can't. I tried to get into safe mode and couldn't.

Note: you can invoke System Restore and safe mode from a boot disk/usb as above - if your registry is intact enough.

Here's how to recover your registry backup - if all else fails. Good luck!

Good. Most experts here highly recommend disk imaging using (e.g.) Macrium Reflect (free) + its boot medium + external storage

That way you maintain an updated image of your disks/partitions on external storage.
    This means
    - you can recover your PC to exactly how it was when you created your image
    - even when it's unbootable (hardware faults aside).
    - even when the disk fails
    - quite quickly and without technical help
