Well, it seems we're down to possibly having to do a repair install to fix them without losing anything.

Repair Install Windows 10 with an In-place Upgrade
Nice to know that repair install do not clear all my data and apps. Thanks for your help.

Sadly, nothing changed after I did a repair install. Maybe, it was affected by Developer mode? I can't change that setting to default.

I was afraid that from what you said below appears to be the issue then. It's never a good idea to take ownership of the entire Windows drive like that. Usually the only way to fix this is to reset or refresh Windows. I was hoping a repair install would help instead.

    Refresh Windows 10

    OR

    Reset Windows 10

    Hi there,
I have been following the suggestions in order to re-install Store that I did delete by mistake.
The only way to get Install Store again was doing this, for "All Apps for All Users/Accounts" : Apps - Reinstall and Re-register in Windows 8 and 10 - Windows 10 Forums

I wish Microsoft would get this fixed. Have the same problem on one of my PCs, can't access the Store. I'm going over to read the long repair install with an in-place upgrade thread.

    Hello Andrew,

You might see if using the method in the tutorial below instead to completely reset the affected apps may help.

Just FYI.... I just used that to reset a non-Windows default app. My ESPN app went all bonko. Uninstalling/Reinstalling did no good, but the Advanced Reset option worked perfectly. Just had to re-enter ID/PW and favorites and is working fine. Thanks.
