Why I Need to do Click "Check for Update" (Step 9) After Set to Notify for download And Notify for Install (Step 8)

If you click on "Check for updates" when disabled, it will still automatically download and install any available updates. Windows just won't automatically download and install them on it's own unless you click on "Check for updates", or click on "Download" or "Install" if updates are already available and waiting.

If that's not working for you, then you might consider using OPTION FOUR instead.

Are you able to manually check for updates to download and install with a metered connection?

Interesting. For now, you may just toggle OPTION FIVE to enable/disable automatic updates.
