I changed the save location to a different partition and i cannot gain access to that new folder. I have access to the default folder, but nothing that i've tried allows me to access the new location.

    Hello Moutro, :)

That's normal to protect the folder where Windows is installing the Store apps.

You should be able to take ownership of it to be able to access it though.

I tried again through CMD and Security settings and still can't get access.

In that case, you might see if changing the location again, and see if you are able to access the old location afterwards.

The location was already set to the previous (default) one. I switched it to the new one again and tried all previous steps, and still nothing.

Just to verify, did you change the owner to your account name, and set permissions to "Allow" your account "Full control"?

Apparently you mean what left photo shows. I'm getting the right photo. I add my account but still can't enter the folder.

Were you able to change the owner to your account first?

I follow all steps, enter my account name as owner but it still keeps saying that it cannot show current owner and i can't have access in the folder.

I just tested, and it won't let me either.

You might enable the built-in Administrator account, sign in to that account, and see if it may be able to access the folder. I'm not able to currently test this right now to verify.
