    Hmmm.... As a test you could try it like I do in post #8 in this thread by going to C:\Windows\SysWOW64 and right click >pin

    Tried that, but do not even have that file.

    But I guess, that I have messed up something, because I can not even open Start menu.
    Still, I can not imagine, that a shortcut would require some elaborate dependencies.

    As a test, do any of the other items open from within the en-US folder, or is it just an issue with this specific one?

    Run a SFC /SCANNOW command to see if it finds and able to repair any corrupted system files.

    Afterwards, see if anything may open from the en-US folder.

    Thanks for suggestions guys, I have reinstalled and eventually find out, what caused it.
    It was because of disabled service: Tile Data model server, it disabled Start/Store as well.
