Thank you very much for your answers and sorry for bothering again, but I am not sure I got this thing straight.
First of all I figured out that the red message I posted was due to a problem with PowerShell (Cannot load PSReadline module...) and not to the order according to which I had applied the two switches.
In fact , applying "correctly" the "-online" switch (the "-allusers" had already been successfully used), the two OneNote folders in %ProgramFiles%\WindowsApps disappeared.
My apologies if that got someone else confused. I have edited my previous post with a note according to these results.
Now, let us assume that I am not interested at all in certain apps (most of them actually) and all I wish is to clean my PC as much as possible. To do that, after experimenting a bit, I got to the conclusion that both switches, "-allusers" and "-online", must be applied to the same app in succession. That is because I noticed that, using both of them, a greater number of folders in %ProgramFiles%\WindowsApps disappear, and often all of them (Solitaire Collection seems to be an exception to this rule).
Q1 In what order? That is, to maximize cleaning and not incur in other issues, should I use first "-allusers" or "-online" to uninstall the same app?
If I understood a previous advice of yours well, I could then prepare two nice scripts based on Option Three including all the apps I want to uninstall, one with the "-allusers" switch and the second one with the "-online" switch, and change the extensions to .ps1. Then launching one after the other...
Q2 the problem is that I am not sure on how to launch a .ps1 file as Administrator...

Q1) It doesn't matter what order you use.
Q2) It would be best to start a new thread for how to run a .ps1 file as administrator since that may get involved.

Out of curiosity, do you think that the result in terms of "housecleaning" is the same comparing, for the very same app, Option One with Option Three?
Differently said, if I wish to uninstall, for instance, 3D Builder, would I have removed exactly the same folders and files clicking on "Uninstall" or using the Get-Appx strings? What switches in this case? I expect that the equivalence would be both "-allusers" and "-online", but I am not sure at all.

Personally, I wouldn't recommend to manually delete any files and folders other than what the command already done.
I am sorry if I did not make myself clear enough.
I did not mean I wish to manually delete any files or folders, as I had prefectly got your advice in the previous post about the opportunity of not messing with those folders. What I was trying to ask is whether the official Uninstall as per Option One would get rid of the same stuff as applying Option Three with both switches.

Following all previous advices, I ran two tailored sets of the instructions you kindly provided to remove a group of apps:
I chose to apply first the "-online" switch and then the "-allusers" one, merely on the basis that a fully installed app should be more capable of barring future installations before uninstalling itself for all users. In fact a crossed test proved that this order seems better at least in what concerns the number of folders removed from the WindowsApps folder (not true for all apps, but for Solitaire for sure)
Everything went like a charm, but for Messaging. I tested it on three different machines, but I keep getting the following Error message:
The only two things that come to my mind are:
1- the order -online > -allusers does not work right, at least with Messaging;
2- removing skypeapp before Messaging somehow complicates its uninstalling because they are related (Skypewise).
Any suggestions? Thank you very much in advance.
