    gijoetech1,
    hidden partition for windows instalation can be there. Only I have no idea how the other partition can influence the C drive

    Files saved in a system folder are protected by default from being able to easily modify them.

    Does the .pdf open and modify fine after copying to your desktop and trying to open from there?

    Yes file can be copied to desktop and modified.

    OK, I know that c drive is protected from defeault, but I don´t want to, therefore I´m posting here.
    As I said in Win7 and 8.1 it worked by switch of the UAC but in Win10 not....

    You could save them in a New Folder on C instead of in a system folder to avoid this.

    You don't understand me, I don't need to copy some pdf files to "program files", but serious system files like libraries etc. That pdf file was only to demonstarate you the issue.

    Is there any way to make this happen for the system drive (C) with 5% of quota enabled by default for all user via any reg tweak for latest win v1809 or v1903?

    It reserves 5% of the drive size by default, but you can use an option in the tutorial below to change it.
