That first pic in Option 1 doesn't seem to have a direct equivalent in Anniversary Update, though I may be missing it. I don't think disabling "Hey Cortana" is the same thing, right?

Nope, it's no longer valid in that build. I was going to wait until after the Windows 10 Anniversary Update was released to remove it.
Nar, "Hey Cortana" isn't the same to turn off Cortana. :)
So it seems to be group policy or bust, but it wouldn't surprise me if there was still some other way given that MS typically has 17 different ways to do anything.

How can one check if Cortana is available in one's region or in what region's Cortana is available please.
My query is as usual related to try and reduce data usage to the barest minimum given the poor connectivity I have available.

Cortana generally DOES come ON by default with every install, but, it's not all that hard to disable.
Find the CortanaCore.dll file and change it's name to something else so it can't load on boot up and you've effectively killed it.
You'll need to take ownership of it before you can change its name though. The program "Grant Admin Full Control" makes that possible for you.
