You didn't post a question about your issue, so I was just asking if you had a specific question for it.
Since the Bluetooth device is disabled, then this is just some sort of bug for the Bluetooth button in the Action Center to still show turned on. Does anything happen when you click on the button in Action Center?
If you enable the device in Device Manager again, are you able to turn off Bluetooth first, then disable it again to have it show properly off in Action Center?

Yes, instead of bring me to the bluetooth page in the settings it brings me to the settings page. It's a broken link, since the bluetooth page doesn't exist because the device is disabled.
No, same situation of before. Forced to disable it manually because of the missing on/off both in action bluetooth settings and action center.
Just to verify, when you have Bluetooth enabled in Device Manager, Bluetooth is missing in Settings in both locations from OPTION ONE and OPTION TWO in the tutorial on the first page?
It may be possible that the software for your Bluetooth device is being used instead of in Settings.
Bluetooth is on in action center as always and in settings there's the bluetooth page where it searches for devices without the on/off option.
I don't have software for my bluetooth.
You might see if installing the software for your Bluetooth device from the manufacturer below may help. If not, you can always uninstall it.

Tried, it doesn't work because when i am installing the software it searches for devices but it can't found my bluetooth dongle. Already contacted the manufacturer about this and waiting answer from them.
Interesting since you're able to disable it in Device Manager. Did you already try having the Bluetooth dongle connected to a different USB port on the back of the computer?
