after few tests and research, the bug can be solved easier than expected.
folders loose their flags so desktop.ini isn't readed. localizations and other things we need are in desktop.ini.
    execute these commands as administrator...

    attrib +h +r "D:\Users\Public\Desktop"
    attrib +r "D:\Users\Public\Documents"
    attrib +r "D:\Users\Public\Downloads"
    attrib +h +r "D:\Users\Public\Libraries"
    attrib +r "D:\Users\Public\Music"
    attrib +r "D:\Users\Public\Pictures"
    attrib +r "D:\Users\Public\Videos"

localized names will be back, even in the english version. note: this patch corrects only \users\public folder and subfolders.
i have other things missing localized texts.... waiting for a correction and trying to write a script to identify the folders that are missing the original flags...
Making these folders read only makes them unable to be written to, no?

        HR C:\users\public\AccountPictures
        HR C:\users\public\Desktop
    A SH C:\users\public\desktop.ini
         R C:\users\public\Documents
         R C:\users\public\Downloads
        HR C:\users\public\Libraries
         R C:\users\public\Music
         R C:\users\public\Pictures
         R C:\users\public\Videos

    C:\Windows\system32>

EDIT: My mistake, those in red I thought were missing from your list are only junctions so ignore this post. Good find.

    Gotchya,

Copied all lines into a .cmd batch file and ran it with elevated privileges, and all is well again.

    Thanks for the tip

definitive workaround to resolve the bug.

i lost tons of hours trying from an AU iso, but... damn, was so obvious

    - install november update
    - relocate (during installation or after as you prefer)
    - install anniversary update
    - done

at the moment, i don't see any difference compared to a clean install using an AU iso. i'll use it for a while and, finally, migrate all pcs...

I am wanting to use part 2 in moving the User Directory to drive U:\, as described in the initial post..
My win10 system is the free upgrade from win7 to win10, Version 10.0.14393.
Where do I find the install.wim file? I can not find it C:\ nor in the iso backup file I created during the upgrade?

You do not need it, see for instance this post: Users Folder - Move Location in Windows 10 - Page 82 - Windows 10 Forums

Sysprepping an existing Windows installation (Method Two in tutorial), especially an upgraded system sometimes fails. That's why I recommend using this method in a clean, fresh install only (Method One in tutorial). That being said, all of you going for Method Two: Do not forget to create a full backup before proceeding; if you come back here telling it failed, what now, my first answer will be to restore the backup and try again correcting errors you made in the first try.

I have a brand-new Dell Vostro, with Win 10 Pro.
    .
Is there a similar tutorial for the situation where Windows is already installed?

I would like to move my "Users" folder to E.

If that's not possible (or too risky for a non-techie), the next choice would be to move my Downloads folder to E, to free up space on C.

I've already moved "Documents" to E, using: Right-click on Documents > Properties > Location tab

If there's a better method, I can move Documents back to C, and start again :-)

    Thanks.
