    Is it to possible to use stikynot? Can it be installed?

    You could try right clicking on the Task Bar to enable "Windows Ink Workspace", then engage 'Sticky Notes' and it might install for you.

    Windows Ink Workspace is grayed out. Not clickable.

    OTOH, is it possible to download and install S    ticky Notes 1.0.136.0 in the OS I used?

    If its one of the Apps that's bundled with Windows, it won't show up in the Store as a stand alone download. And as far as I know, other than side loading, the Store is the only way to install Apps.
    You need to talk to your companies IT specialist to see if that App can be enabled for use.
