True. I just tried TuneIn Radio app. On the surface, it works as expected. However, if I tell it to add some radio station to the "homescreen" (whatever that means, I just wanted to try), it responds with an "unknown error" message, though continues to play the statioin. Meanwhile, Event Log receives the same "Faulting module path: C:\WINDOWS\SYSTEM32\twinapi.appcore.dll" record. Basically, at this time it is safe to conclude that the universal app infrastructure is generally broken.

    Yep. That's the one.

My amd machines don't have this issue for some reason... Only my Intel machines. Smh.

A fix is supposed to be in a insider build for testing. The problem is associated with the display magnification setting. The default display magnification is 125%. Changing this to 100% seems to resolve the issue temporarily (at least it worked on my NB). Settings, display, set to 100%. Still not seeing my previous notes....
Not sure if I'm missing something...

At this point I can open new notes and the PGM seems to work....

The Microsoft Sticky Notes app was updated today from version 1.1.4.0 to version 1.1.7.0.
    New in version 1.1.7:
    - A number of users have reported a serious problem where the app does not boot. This has been fixed.
    - Additionally, StickyNotes would often crash when entering input using a Korean IME. This has also been addressed.
    - If you’ve upgraded from a previous version of Windows, you may have been struck by the new default font size and window sizing in the new experience. Based on your feedback, we’ve taken steps to improve the experience and tweaked both the default font and window size to be smaller.

However, despite what it says in the above Windows Store release notes, the problem described by the OP hasn't been fixed and still remains. Except for the first run after resetting/re-installing it, the app still crashes every time when trying to open it. The only difference is instead of the error shown in Post No.2, it now shows the following:

    Description
    Faulting Application Path: C:\Program Files\WindowsApps\Microsoft.MicrosoftStickyNotes_1.1.7.0_x64__8wekyb3d8bbwe\Microsoft.StickyNotes.ex e

    Problem signature
    Problem Event Name: MoAppCrash
    Package Full Name: Microsoft.MicrosoftStickyNotes_1.1.7.0_x64__8wekyb3d8bbwe
    Application Name: praid:App
    Application Version: 1.1.7.0
    Application Timestamp: 57a92fcd
    Fault Module Name: combase.dll
    Fault Module Version: 10.0.14393.0
    Fault Module Timestamp: 57899850
    Exception Code: 8000ffff
    Exception Offset: 00000000000a7877
    OS Version: 10.0.14393.2.0.0.256.48

This Anniversary Update is going rather well so far... :)

Same here. There's absolutely no improvement after the update. The app keeps crashing exactly as it crashed before. In my case the faulting module is still C:\WINDOWS\SYSTEM32\twinapi.appcore.dll, exactly as before.
