So, my question for you: do you have Live Tiles disabled (via GP edit or reg edit), or have you ditched the Win10 Start Menu altogether, using Classic Shell? (I think either of those would be a more robust fix.)
I'm pretty much the opposite, I give windows 10 permission for everything, and don't turn anything off or uninstall or tweak. If I don't want a tile, I just unpin it, and it's off. Nothing running in the background, off.
Only pinned tiles stay on in the background as far as I have seen.

    OK, that's another good idea.:)
Since I do not intend to use Edge, I will just unpin the tile and see how it goes.

    Thanks!

Brilliant simplicity: get rid of the Edge tile altogether.:)
Seems to have done the trick.
Will monitor, but I think I am in the clear (again).

I am trying to force myself to learn the Win10 Start Menu, but I might break down and resort to Classic Shell, after all.

    Thanks again!

I hardly ever used a start menu at all, before 10. I used to just use windows search.
