error 0xc00007b application unable to start correctly

    Operating System: Windows 10 Home 64-bit (10.0, Build 10240) (10240.th1_st1.160408-1853) System Manufacturer: ASUSTeK COMPUTER INC. System Model: G751JT BIOS: G751JT.205 Processor: Intel(R) Core(TM) i7-4710HQ CPU @ 2.50GHz (8 CPUs), ~2.5GHz Memory: 16384MB RAMg Graphics: 970m

im a problem having where problem where alot of apps (after effects premiere pro illustrator) and games (witcher 3, life is strange) fail to open i believe this started with a a failed update to the latest windows verion which broke my start menu and all windows apps (the games still worked at this point) i then used the dism.exe /online /cleanup-image /restore health which i believe broke the other programs (im gueessing here im not entirely sure but i think this is the issue)

    Things ive tried

    1. Running Chkdsk this fails (cant remeber the error i get but its worth noting that my main drive where my operating system is doesnt have any bad sectors but other drive my D: does i believe the problem is to do with my main drive however my D: has had problems for a little while and the games worked just fine)
    2. Sfc /scannow fails at 27% and says Windows Resource Protection could not perform the requested operation
    3. Running Dism again with many of the different commands being used and the all fail with error 87 An error occurred while processing the command. Ensure that the command-line arguments are valid the only 1 that worked was this Dism.exe /online /Cleanup-Image /StartComponentCleanup but it didnt fix anything also tried dism but with a downbloaded iso instead
    4. ive also tried all of these commands again in safe mode scanned for viruses rebooted etc also if u see any typos extra spaces in the dism commands thats only now when i typed them here so that isnt the issue, i dont have a restore point to go back to

what i believe happened is that 1 way or another the .dll files important for these programs to run got corrupted either from the dism commands or some other way this was why i initially i thought that my C: drive where my operating system is was failing but after checking the integrity with 3rd party software ive seen no bad blocks
the only thing i haven't done is reinstall windows this is because i dont have a flash drive or dvd which i could use to reinstall so i tried mounting the windows iso with daemon tools that failed (the install failed not the mount) also tried to factory reset using the command system reset -factory reset (had to do this way as i cant open start menu or any windows apps) this also failed with the error all my other apps were (witcher, after effects) ive also reinstalled some of the applications and still same problem

    Suggestion :

You have an out-dated Windows 10 version 10240.
Any reason why you won't or couldn't update to 10586 version ?

Perhaps if you update to 10586, your issues will be gone.

Use this Tech Bench link and download your version of Windows 10
    https://www.microsoft.com/en-us/soft...brrWLRbagYCa0w

Scroll down to Select Edition > click the pointer at the right and select Windows 10 ( first one on the list) > click Confirm.
Click the pointer and select Language > make sure you pick the same language the computer is now running > click Confirm
Select the bit version, 32 or 64-bit. Make sure you select the same bit version as the computer is now running.
At the bottom, click the pointer next to Save > click Save As > navigate to a folder of your choice > click the chosen folder > click Save
The iso will start downloading to your chosen folder.
When it is done, go to that folder > open the folder > right click at the iso file > click Mount > click Setup.exe
    Installation will begin.
It will allow you to keep you files, settings and apps.
    No product key is required.
    Activation will be automatic.

at this point it seems hopeless are there any other ways of reinstall or repairing windows without a dvd or flash drive or with something as small as a 2gb flash drive?
