I did answer yes and I was trying or did install TVCast (chrome) as you can see by the photo it says its installed.
I cant find it.
Ok .. from what I understand, you would need an Android tablet or phone to install the Video & TV Cast App. It wasn't written for Windows.

I'm not sure how far you got with setting up your Chromecast dongle, but I learned a bit from this video
and here's a good description of Apps on the device (none basically)

If you have an Android tablet or phone, you can install the app on that.
If you don't ... there might be a comparable Windows App that can stream to Chomecast
You'll need the Chromecast extension for the Chrome browser

Windows 10 is also capable of casting to Chromecast ... but I don't know if it's ready for primetime.
For Windows apps visit the Windows store - you might find something like the Android App.

Then you'll have to find a "replacement" Windows App for the Googole App you were trying to install.
Launch the Windows Store (shopping bag icon) and search for TV
There's also the Movies App, but I'm not sure if that is capable of casting to device.
