Can no longer install software after latest windows 10 update

I completed the latest Windows 10 cumulative update yesterday (the 14th of June). Everything seemed to go smoothly, the system rebooted, etc.

I have several external hard drives - one of which is where I keep all of the software downloads/updates. After this Windows 10 update, I am no longer able to install software of any nature. All I keep getting is this error message:

Can no longer install software after latest windows 10 update-error-message-1.jpg

Looking at that error message I checked all of UAC, Firewall, and Anti Virus settings (AVG), and nothing in their settings is preventing me from installing software. I then did a reboot into safe mode and ran the Tweaking.com - Windows Repair Tool which is an excellent piece of software. Even after this (which usually fixes most windows issues), the same issue remains. I cannot install any type of software.

As a last resort, I even assigned a new drive letter - changing it from H to S. But even then, I get the same error message.

I then checked all of my permissions - they're all good. Yet my system is now preventing me from installing or updating any software at all.

    Any suggestions or fixes?

    Thanks,

    Ben Herrmann

Remember - setup requires Trusted Installer permissions, Admin is only good for running apps.

Best to repair from bootable media - those permissions do not get overwritten whilst Windows is running - setup has to be launched from a PE environment - like with Kyhi's WinPESE iso.

    Bootable media, and more?

OK - now you're way above my pay grade. Bootable media? Expand further on that and how do I go about doing this, and then while in bootable media, how do I correct the issue. I'm lost here with regards to your explanation, but that's more a part of my end, than yours.
