unable to create the directory "C:\users\tom\appdata\local\temp\*.tmp

trying to install visual studio code and this message pops up immediately.

"Setup was unable to create the directory "C:\users\tom\appdata\local\temp\*.tmp"
error 5 access is denied

I tried taking ownership at appdata point but still no go. Is there some permission or other problem I may be overlooking?
Visual Studio Community installed like a charm.

When you open the program to install this code do so by right clicking and selecting run as administrator. This might provide the necessary privileges to complete the operation. This is sometimes necessary even if you are already an administrator.
